What is the Amateurism Certification?
The Eligibility Center now processes two eligibility certifications for incoming PSAs: Academic and Amateurism Eligibility. PSAs must now meet both the academic and the amateurism requirements at the Eligibility Center in order to be declared eligible.
Who will be certified?
Every prospective student-athlete who will begin initial full-time enrollment in August 2007 will receive a final certification by the Initial-Eligibility and Amateurism Clearinghouse. This will include both international and domestic prospects. Two year and four year transfer student-athletes who have never before enrolled in a Division I or II school and/or have never received a final amateurism eligibility certification will be certified as well.
How will a prospect be certified?
Upon registration at the Eligibility Center, the prospect will fill out an online questionnaire. If the NCAA determines that additional information is necessary after the questionnaire has been submitted, they will contact the prospect to obtain this information. The prospect can return to the online questionnaire at any point to make updates to the questions as needed.
How will we know the status of a prospect's certification?
The status of each prospect will be tracked via the Eligibility Center website. Once a prospect is placed on the IRL, the Compliance office will be able to track the amateurism certification and communicate any concerns with coaches.
What will a final certification consist of?
After amateurism information is complete, a prospect will be certified as either: eligible, eligible with conditions, or ineligible. The prospect and institution will have the opportunity to appeal after a final status is rendered. Please note that similar to the Initial-Eligibility certification, a student with a pending status may practice but not compete for either 14 or 45 days, based upon their recruited status.
Remind PSA to fill out Amateurism Questionnaire at the time that they register for the NCAA Clearinghouse
Starting April 1st of Senior Year:
PSA may go back, update any new information on questionnaire, and request final certification.
Interpretation:
NCAA Division I and II institutions should note that eligibility for institutional financial aid is not contingent on the student-athlete being certified through the amateurism certification process by the NCAA Initial-Eligibility Clearinghouse. However, the student-athlete must meet all applicable NCAA, conference and institutional regulations to be eligible for institutional financial aid. In particular, an entering freshman with no previous full-time collegiate attendance must meet the minimum academic requirements to be certified as a qualifier (or as a partial qualifier for Division II) by the clearinghouse in order to receive financial aid in the first academic year of residence.
The committee confirmed that after a final not certified decision is rendered pursuant to the amateurism certification process, a student-athlete may continue to practice with an institution's team, provided the institution has submitted a notice of appeal. At the point in which all appeal opportunities have been exhausted and no eligibility has been granted, the student-athlete may no longer participate in practice activities.
